FOUNDATION OF THE SUPREME COUNCIL IN THE REPUBLIC OF BOLIVIA

On March 10th, 1931, Ill Bro:.Hector Boccardo Benvenuto, who was both Grand Master of the Grand Lodge of Chile and simultaneously Lieutenant Grand Commander of the Supreme Council of Chile, provided information  to his Supreme Council regarding a request made by a number of Master Masons from Bolivia to form a Supreme Council in their country.  This idea greatly interested him and he believed that the Supreme Council of Chile should sponsor the creation of the Supreme Council of Bolivia.

In April, 1931 an important meeting took place in La Paz, at the home of Bro:. Filiberto Osorio Tellez.  Attending this meeting were most of the Bros:. who two years earlier, on November 29th,1929  had successfully founded the Grand Lodge of Bolivia.

That meeting was attended by The Ten Brothers, as they were referred to by Ill:. and P:. Bro:. Raul Mendoza Requena. These were: Filiberto Osorio Tellez, William Pickwoad, Norberto Galdo Ballivian, Julio Mariaca Pando, Justo Quevedo Jordan, Gabriel Palenque Guzman, Federico Martins Ernest, Anselmo Lopez Hidalgo, Carlos V. Sampson Shaw and William A. Hermanowicz Roghe. 

Bro:. Hermanowicz was the main proponent of the idea of creating the Supreme Council of Bolivia.  The meeting ended after two important decisions were made: The first was  to apply  formally to the Supreme Council of Chile for the creation of the Supreme Council of Bolivia, and the second was to name Bro:. William A. Hermaowicz as their representative.

On May 4th, 1931 in a meeting of the Supreme Council of Chile in Santiago, which was presided by Il:. P:. Bro:. Armin Quezada Acharan, in consideration of the achievements of the Bolivian Brothers in organizing a Supreme Council of Bolivia, the following resolutions were made:
 
1.- To grant W:. Bro:. William T. Hermanowicz Roghe the degrees 4th to 33rd.
2.- To authorize him to grant those degrees by communication to W:. Bro:. Norberto Galdo Ballivián
3.- That both proceed to grant such degrees, in equal form, to W:. Bro:. Filiberto Osorio Téllez, and
4.- To authorize the three brothers together to grant such degrees to other seven  whose names were  detailed.

The Supreme Council of Chile exalted W:. Bro:. William A. Hermanowicz Roghe to the 4th through the 33rd degrees. On his return to La Paz with credentials dated May 9th, 1931 extended by the Supreme Council of Chile, W:. Bro:. Hermanowicz conferred by communication the 4th through the 33rd degrees to W:. Bro:. Norberto Galdo Ballivian. They both later conferred the same degrees to: W:. Bro:. Filiberto Osorio Téllez.

At the end of May of 1931, in  La Paz, Il:.Bro:. William T. Hermanowicz Roghe, and II:.Bros:. Norberto Galdo Ballivián and Filiberto Osorio Téllez, exalted W:. Bros:. Carlos Sampson Shaw, Justo Quevedo Jordán, Gabriel Palenque Guzmán, Federico Martins Ernest, Julio Mariaca Pando and Anselmo Lopez Hidalgo to the same Degrees.

The Minutes of the first meeting to organize the Supreme Council of Bolivia states: The Supreme Council of the SS:. GG:. II:. GG:. of  the 33rd Degree of the Ancient and Accepted Scottish Rite  for the Republic of Bolivia...... In the Orient of La Paz, on the 22nd of June, 1931 of the vulgar era, the Council was Installed with the attendance of the following brothers:

M:. P:. M:. Ill:. Bro:. W. T. Hermanowicz Roghe presided and Ill:. Bro:. Julio Mariaca Pando acted as Secretary. The president read the Credentials  granted him by the Supreme Council in Santiago, with power to found and organize in Bolivia a Supreme Council  of the 33
  ̊of the A:. & A:. S:. R:”

As they did not yet have the Regulations for the new Supreme Council, the Great Constitutions of 1876 were adopted. By virtue of these Grand Constitutions, the office of Sovereign Grand Commander  corresponded  to the oldest member in the Degree: Ill:. Bro:. W. T. Hermanowicz Roghe. This designation was  approved unanimously .

The Supreme Council of Chile, sent  the  CHARTER or Letter Patent dated  October 17th, 1931, thus, the Supreme Council of Bolivia was permanently installed.

On December 23rd, 1931 the Sovereign Chapter of Knights Rose Croix was founded with jurisdiction from the 4th to the 18th Degrees.

On October 23rd, 1933 a Lodge of Perfection was founded (Tolerancia # 1) which assumed jurisdiction over the 4th to the 14th Degrees.

By June of 1936 the Supreme Council of Bolivia already maintained fraternal relations with 29 Supreme Councils in countries throughout the world, including both the Northern and Southern Jurisdictions of the United States, Argentina, Austria, Belgium, Brazil, Canada, Chile, Cuba, Czechoslovakia, Dominican Republic, Ecuador, France, Greece, Mexico, Holland, Panama, Paraguay, Peru, Poland, Portugal, Rumania, Spain, Switzerland, Turkey, Uruguay, Venezuela and Yugoslavia.
